In Diablo 4 Season 13, Warlock, with its unique Abyssal summoning system and Dominance resource mechanism, has become a highly promising choice for early game progression. However, Warlock is only available to players who have bought Lord of Hatred expansion pack; those without this expansion cannot experience this class.
This article introduces a Blue Cannon Warlock progression build, a proven 0-70 level scheme. Testing has shown this build to be a powerful option that can run at low levels without any gear.

Core Mechanics

Three Key Elements
The damage and mobility of this build are built upon the stacking of three key elements:
- ShadowForm stacks: Provide a significant damage increase and movement speed bonus.
- Dominance: The core resource for maintaining continuous Rampage skill casting.
- Trails of Shadows: Generated by Sigil of Subversion, they are one of the primary sources of ShadowForm stacks.
These three elements work together to form a closed loop of stacks - damage increase - resource cycling.
Abyssal Titan Rampage
The initial form of Rampage skill is simply a normal summon with limited strength. However, after unlocking Abyssal Titan Rampage upgrade at level 20, the skill transforms into a pinpoint, devastating attack from the sky.
The transformed Rampage no longer consumes Dominance, and its base Dominance cost is only 10 points, the lowest among skills of its tier. Combined with Eviscerate bleed effect, it becomes the most terrifying single-target and AoE damage source during the early game.
Resource Management
Dominance is a purple-tier exclusive resource for Warlocks, automatically regenerating a fixed amount per second. It cannot be accelerated through Aspects or Diablo 4 Lord of Hatred Items. Therefore, waste must be avoided.
When Dominance is insufficient, you need to revert to Dread Claws for area-of-effect damage, wait for Dominance to recover, and then continue casting Abyssal Titan Rampage. After level 20, Command Fallen becomes the only resource generation skill; its summoned mini-demons attacking enemies will generate Wrath for the player, completely independent of Dominance system.
Leveling Guide
The following will describe the specific operation process in stages.
Levels 1-19
Abyssal Titan Rampage is not yet unlocked at this stage, so a slightly unique version will be used. The core output relies on the basic skill Hellion Sting. This skill is not only used for resource generation but is also the main source of single-target damage.
Once Eviscerate upgrade is unlocked, it can deal massive bleed damage to elite enemies. Dread Claws are responsible for group clearing. For mobility, use Nether Step, which combines Blink and Dash effects.
Upon entering the game, be sure to summon Taz'Rauth immediately. This demon possesses an active skill that must be used immediately after its cooldown to gain ShadowForm stacks. These stacks significantly boost the player's damage and movement speed, making them the most easily overlooked yet crucial source of buffs from levels 1 to 19.
Regarding class mechanics, this stage uses Unfathomable Fragments as soul shards, instead of Blasphemous Fragments switched later. The skill bar contains only four active skills: Hellion Sting, Dread Claws, Nether Step, and the class mechanic skill.
The overall playstyle is extremely simple: Hellion Sting handles elites and bosses, Dread Claws clears mobs, and Nether Step is used for positioning and maintaining ShadowForm stacks.
Levels 20-40
After level 20, the build truly takes off. First, upgrade Fallen Army Command Fallen, replacing the base skill with Command Fallen.
This skill is no longer used for damage, but purely as a resource generation tool: each cast summons three minor demons that generate Wrath for the player when they attack enemies, lasting 20 seconds. Casting it once at the start of combat automatically maintains resource regeneration.
The absolute core of single-target and AoE damage becomes Abyssal Titan Rampage. This skill utilizes Eviscerate mechanic to deal massive damage to elite enemies.
When Dominance is sufficient, spam Rampage; when Dominance is depleted, immediately switch back to Dread Claws for AoE damage, and wait for Dominance to recover before continuing to cast Rampage. Nether Step maintains mobility and can be used to acquire additional ShadowForm stacks.
This phase introduces Sigil of Subversion, which is recommended to be set to auto-cast. Activating Sigil consumes a significant amount of health but leaves Trails of Shadows on the ground. Each trail quickly accumulates ShadowForm stacks for the player, greatly increasing movement speed and damage.
Players need to maintain Sigil coverage as much as possible while ensuring safety.
Soul Shards is replaced with Blasphemous Fragment: Since Abyssal Titan Rampage is a replayable skill, each time it descends from the sky, it applies a curse to enemies hit, increasing the damage they take from Abyss Demonology skills by 20%.
Level 40 and above
After level 40, the overall build doesn't change much, but you finally start using the ultimate skill Metamorphosis. The new ultimate skill replaces the old ShadowForm stack generation method. You need to remove Sigil of Subversion from your skill bar.
After unlocking the ultimate passive Terror Demon Metamorphosis, this upgrade will transfer all skill levels of Metamorphosis to Abyss skills and allow players to use Abyss skills while in Metamorphosis form.
This means that by stacking Metamorphosis levels, Rampage damage will be amplified a second time. If players have already gained some cooldown reduction or ultimate skill duration extension through crafting, Metamorphosis will become even smoother and more powerful.
Use Metamorphosis as soon as its cooldown ends and keep it up as much as possible. The primary source of ShadowForm stacks shifts to the ultimate ability itself. Resource management remains the same: Command Fallen generates Wrath, Dread Claws are rolled back when Dominance is insufficient, and Abyssal Titan Rampage is cast when Dominance is sufficient.
Mercenary Recommendation
Always choose Subo. Its passive effect reveals the location of all enemies on the map and provides movement speed and critical strike damage bonuses, both of which perfectly suit this build's needs.
