Core Item
Eaglehorn is the core item of this build. Its main function is to transform Penetrating Shot into Arrows Everywhere, utilizing its unique effect: Penetrating Shot will bounce off walls if it doesn't hit one.
This means that continuous firing will generate countless arrows that whirl among monsters, dealing 60-75% extra damage.
Furthermore, it inflicts a vulnerable status on the target enemy, increasing the damage bonus to the character from 40-80% to 110-150%. After several reworks and buffs in Diablo 4, it finally became a core unique item for Rogues in Season 14.
Acquisition Method
Defeating Echo of Varshan is the most reliable way to obtain Eaglehorn. The higher Torment tier, the higher the drop rate. Alternatively, you can craft it using materials in Horadric Cube.
Later in the game, if you want to further enhance your build, you can pair it with Harlequin Crest, which provides +6 levels to Penetrating Shot and Poison Imbuement, directly boosting your damage by one level.
Tibault's Will

This combination allows the character to gain a Dark Shroud every 2 seconds, even with Barrier active, maintaining Shadow effect without needing to place it in the skill bar, easily resolving the resource regeneration problem of Penetrating Shot Rogue build.
After that, the only things you need to consider with this build are increased damage multipliers and maximum health; there are no special equipment requirements for cooldown reduction and movement speed.
If you're concerned about cooldown reduction, you can choose equipment with cooldown reduction attributes for the helmet, and as for movement speed, Rogues are already quite fast.
