If you've been following Rogue Leaderboards in Diablo 4 Season 14, it's hard to ignore the popular Reign of Arrows Cold Build. This build allows for continuous Reign of Arrows casting, clearing extensive areas of enemies while maintaining very high burst damage. Even against high-level Pit and other endgame content, it still demonstrates incredibly high damage output.
However, this build has a significant learning curve; it's heavily reliant on endgame gear. Without sufficient energy, cooldown reduction, and key equipment, it's difficult to establish a stable Reign of Arrows rotation, making it unsuitable as a first build for beginners entering endgame content.
A more reasonable approach is to use other Diablo 4 Rogue builds as a transition, gradually collecting core gear. Once key attributes and gear are fully developed, you'll find that this build, once it truly kicks in, provides an excellent experience for both high-level Season of Death Awakening Pit and daily farming.
Core Mechanics
The most important idea behind Rogue Reign of Arrows build is quite straightforward: keep Ultimate skill active as long as possible. You need to use Preparation to reset Reign of Arrows cooldown, while ensuring resource supply through energy regeneration mechanism.
Once your Diablo 4 character build reaches a certain level, you'll find that Energy hardly decreases. Reign of Arrows is constantly being cast, and various buffs are continuously refreshed. For this mechanism to function stably, it's best to have 300+ Energy while keeping Reign of Arrows cooldown under 20 seconds.
This is why Max Resource and Cooldown Reduction are among the most important attributes in gear selection. For players who don't yet have powerful Diablo 4 Items for Endgame, prioritizing these two attributes in your build is a good option.
Skills
You need to use Cold Imbuement as soon as its cooldown is over. As the skill level and related effects improve, this skill provides a very stable freeze, especially against Diablo 4 bosses. Freeze directly affects your subsequent damage multiplier, creating a terrifying burst during stagger phase. Freeze also triggers other gear and skill effects.
Reign of Arrows is responsible for damage output and can also put enemies into a vulnerable state, while Heartseeker is responsible for weakening Diablo 4 enemies and further enhancing critical strike effects. Heartseeker also plays a crucial role in Rogue Reign of Arrows build: maintaining Vengeance stacks, which can stack up to five.
In actual Diablo 4 combat, you don't just stand there mindlessly casting Reign of Arrows. You need to refresh Heartseeker every few seconds, while using Dash to adjust your position and maintain the relevant buffs.
Ferocity is another important source of damage. As Ferocity stacks increase, the damage of Reign of Arrows also increases. With the support of dual-wielding weapons and gear effects, Ferocity can stack to top levels, resulting in a significant damage boost.
It's important to note that Reign of Arrows requires a skill level of at least 23 for Energy regeneration mechanism to function reliably. The related effects on Amulets provide Energy based on Ultimate Skill's level.
The higher Reign of Arrows skill level, the easier it is to maintain the entire resource cycle. If your Ultimate Skill Generation is less than ideal, you'll need a higher Reign of Arrows skill level to compensate.
Gear
When you start tackling Diablo 4 endgame content, your character's attributes must also meet certain standards. You need to maximize your Max Resource to 300+ Energy while keeping Reign of Arrows cooldown under 20 seconds. In addition, Cooldown Transfiguration and Cold Damage Transfiguration are also important choices for enhancing this build.
Crown of Lucian is one of the core pieces of this Rogue Reign of Arrows build, further amplifying your damage. In the early stages, before your gear is fully developed, you can use the standard Legendary Helmet for your headgear. +6 Skills from Harlequin Crest will help you level up your skills faster, reaching the required level for Reign of Arrows.
As your gear improves, some rings originally used for Cooldown can be changed to Vulnerable Damage or Critical Strike Damage.
Beastfall Boots are a highly recommended Diablo 4 Mythic gear choice. Their core value lies in consuming energy when casting Ultimates, converting the consumed resources into an additional damage multiplier. Combined with stable energy regeneration and frequent Reign of Arrows casts, this fully leverages the advantages of this build.
Once your gears are largely complete, you can further optimize your Charm attributes. Initially, prioritize Max Resource, gradually shifting your focus to Marksmanship Skills to achieve higher skill levels and additional damage.
For weapons, prioritize Critical Strike Damage, Weapon Damage, and Cold Damage. Ideally, look for a gear with GA Critical Strike Damage affix, and then use Transfiguration to acquire cold-related attributes, further increasing the damage cap of Reign of Arrows.
It's important to note that this build isn't a single configuration applicable to all Diablo 4 scenarios. Pit Push, Boss Farming, and Speed Farming have different gear requirements.
If your goal is to challenge high-level Pits, prioritize damage multipliers, Cooldown Reduction, Cold Damage, and a stable Energy loop. If your primary focus is boss farming, you can sacrifice some area-of-effect clearing ability for higher single-target burst damage.
In contrast, daily Diablo 4 farming prioritizes movement efficiency. This is where Shadow Step comes in handy, and lowering its cooldown can significantly increase travel speed. When Shadow Step's cooldown is low enough, your character can reposition very frequently, noticeably improving farming efficiency.
